A) Hiring Office – Assignment Rules
• Is there a formal labour allocation standard (by operation type, by vessel, by shift)?
How is the required number of dockers determined: shift-based planning or real-time adjustment according to operational needs? And how is the request/hand-over process managed (through work orders, a digital application, phone calls, etc.)?
• What is the staff assignment process: selection by the operator based on qualifications, or centralized assignment by the hiring office?
• If the assignment is managed by the hiring office: is it based on an assignment list? Is the allocation structured by job category (crane operators, dockers, tally clerks, etc.)?
• Are there separate lists for critical positions (e.g., crane operators)?
• What are the assignment schedules and rules (shift changes, replacement in case of absence)?
B) Piloting – Capacity, Constraints and Coordination
• How many pilots are available (total headcount and actual availability per shift)?
• How many tugboats are operational (total number, 24/7 availability)?
• Is the piloting service provided 24/7? If not, what are the operating hours and limitations?
• Are there any weather restrictions (swell, etc.)?
• Are there any night restrictions (navigation, manoeuvres, berthing/unberthing)?
• Are there any tidal constraints (draft, channel, inbound/outbound window)?
• Is there any regulation regarding vessel prioritization for berthing/unberthing?
• Who decides on the prioritization (harbour master, terminal)?
• What are the communication/coordination channels with the shipping agent and the terminal (VHF, digital system, emails, WhatsApp)?
C) Port Captaincy / Harbour Master – Vessel Call Process (From Notice to Departure)
• Who announces the vessel arrival (shipping agent, captain, port system)?
• How is the arrival forecast managed (initial ETA, ETA updates, etc.)?
• How is berth occupancy managed (planning, arbitration, conflict resolution)?
• Is there a digital vessel call / berth planning system, or a manual process (Excel, emails, WhatsApp)?
• What are the official berth allocation rules (FIFO, cargo priority, regular line priority, safety priority)?
• Are there any SLAs/performance indicators imposed on the concessionaire/terminal (berth time,  productivity, RNJ/RMS, etc.)?
• What monitoring and reporting mechanisms are in place (dashboards, daily/weekly reports)?
